Resolution Of The Opposition Iraqi National Congress In Vienna

EDM number 510 in 1992-93, proposed by DN Campbell-Savours on 14/07/1992.

That this House recognises the difficult economic and social conditions that exist in the whole of Iraq; further recognises that, unless an early settlement to the internal problems of Iraq can be found, the Iraqi people will be subjected to further suffering; believes that the only way forward for Iraq is through the introduction of democracy and a multi-party system on the basis of free elections; further believes that there is no future for Iraq within the international community while Saddam Hussein and the Baathist structures that he has created remain in place; notes that these opinions were expressed in a resolution carried by the opposition Iraqi National Congress, in Vienna in June 1992 and that the resolution continued, `requires the Executive of the Iraqi National Congress to seek to discuss with representatives of the membership of the United Nations the possibility of a variation in those resolutions of the Security Council of the United Nations that enforce sanctions against Iraq, whereby such variations would only be enforceable in conditions of an Iraq which met with the criteria of a multi-party democratic system of government; further requires that the Iraqi National Congress Executive Committee reports back to Congress on these matters'; and believes that this resolution should be acted on by the United Nations Security Council.
