That this House finds its incredible that no-one has been dismissed after the Public Accounts Committee discovered that the ú15,000 irregular payment by the Development Board for Rural Wales to its departing Chief Executive was dwarfed in an uncosted redundancy package which has cost the taxpayer over ú200,000; notes the failure of the Welsh Office Accounting Officer and the Treasury to establish the real cost of the package but blames the Chairman of the DBRW, who only told his own Board the terms of the package after the retirement had been announced; believes it wrong that the unelected Ministerial appointees to this quango face no sanction equivalent to the personal surcharges which democratically elected members of councils face; urges that such surcharges should apply to the proliferating quangos; and calls upon the Chairman of the DBRW to accept his responsibility for this costly disregard of financial safeguards by resigning forthwith.
