leave out from second 'that' to end and add ',unless words change their usage and meaning the principle of subsidiarity applies when power and authority is firmly in the hands of the centre and occasional decision-making is passed over to subsidiary and subservient units, and wonders why nationalists within either the United Kingdom or the wider European Community should seek such a limited form of bureaucratic devolution when the alternative to be pursued is that of clearly-defined federal structures operating within a democratic framework.
