Social Work Policy In Fife

EDM number 857 in 1992-93, proposed by Alex Salmond on 17/11/1992.

That this House welcomes the report of the inquiry into childcare policies in Fife by Sheriff Brian Kearney and the actions proposed by the Secretary of State for Scotland to ensure that working relationships are improved within the child care system in Fife; notes however the clearly expressed views that even the carrying through of the report's recommendations will not remove the deficiencies which have been detected in the implementation of the Region's social work policy until and unless the Region and its Director of Social Work are prepared to accept that the deficiencies which are described in the report exist; further notes that the current public response of the Region and its Director of Social Work are prepared to accept that the deficiencies which are described in the report exist; further notes that the current public response of the Regions and its Director of Social Work is to dismiss the report as of no consequence and this gives the impression of obduracy in the face of criticism which gave rise to Sheriff Kearney's Report in the first instance; calls upon the Secretary of State for Scotland to ensure that there will be no cover-up in regard to the implementation of Sheriff Kearney's findings; and further calls upon Fife Region to show why, in the light of Sheriff Kearney's strictures, the Director of Social Work should be allowed to continue to hold this position.
