leave out from 'House' to end and add 'has consistently failed to adequately consider the avalanche of delegated legislation, the vast majority of which is subject to the negative procedure,and is rarely subject to debate even when prayers are tabled, and reminds honourable Members that the majority of legislation is by delegated means affecting millions of people and that proposals for the reduction of parliamentary hours cannot be considered unless adequate scrutiny of Ministerial powers is virtually abandoned, which would be grossly irresponsible'.
