leave out from 'House' to end and add 'notes that the Liberal Democrat Manifesto of 1992 stated that, on hunting with hounds, "Liberal Democrats as a party have declared their opposition, but recognise, like the Conservative and Labour parties, that legislation is a matter of conscience for each individual MP"; notes that the Labour Party Manifesto committed the Parliamentary Labour Party to a free vote on the subject of hunting with hounds; believes that on moral issues all councillors should be allowed to vote as their conscience dictates; and further recognises the founding of a pro-hunting group within the Labour Party which includes Peers who sit on the Opposition front bench.'.
