leave out from 'House' to end and add 'welcomes the visit of the Leader of the Liberal Democrat Party to Cottesbrooke Infants School, in Yardley, Birmingham; notes that the rebuilding of the school has not yet been authorised by the Labour-run local education authority, that the Labour Group has only approved the allocation and design work and that the decision to rebuild depends on capital allocations next year; further notes the conclusion of the 1993 report of the Birmingham Education Commission which described how over a five year period, Birmingham diverted ú250 million from education to prestige building schemes and let its school buildings fall into such a state of disrepair that the report said 'children should not be asked to learn in them and teachers should not be expected to teach in them'; further notes that the Liberal Democrat Council on the Isle of Wight has, throughout its four terms of office, had a policy of promoting nursery education at every opportunity, nursery classes are provided in the main population centres and that the council has sought to overcome the Government's stringent financial constraints by providing professional support to pre-school playgroups across the Island; and suggests that, before criticising the Isle of Wight, the Labour Party looks to its councillors in Lancashire, Surrey and Oxfordshire, all of whom voted against Liberal Democrat proposals to expand nursery education.'.
