leave out from 'that' to end and add 'the United Kingdom cannot sign the Charter while there is a virtually complete absence of local self government in Northern Ireland; calls upon the Government to transfer to local authorities in Northern Ireland a 'substantial share of public affairs' within the meaning of article 3 of the Charter and then to sign the Charter and apply its principles to local government throughout the United Kingdom.'.
