That this House deplores the chaotic state of the Welsh Office's finances which is such that the National Audit Office has qualified the 1992-93 accounts on four separate accounting failures; notes the total sum unaccounted for is ú216 million; observes that the failures to keep the books in an orderly manner cover highway expenditure, training and enterprise councils, the Employment Service Agency and the community charge grant scheme; and notes the evident contrast between the claim to be the guardians of sound public finance and this further evidence of indescribable incompetence across the board in the Welsh Office in proper guardianship of taxpayers' money.
