Fascist Literature In Cleveland

That this House notes with grave concern that 14 months ago literature was received by post at the Billingham address of the honourable Member for Stockton North which appeared to contravene the Public Order Act 1986, that this literature identified honourable and Right honourable Members making the most malicious and quite unsubstantiable accusations, that it attacked whole sections of the British people on sectarian and racist grounds that could only serve to incite grievous trouble in the community, that this literature was forwarded promptly to the Crown Prosecution Service in London by the honourable Member for Stockton North with a request for urgent action, that the Crown Prosecution Service on 4th November 1992 forwarded the same to Cleveland Constabulary who were able very quickly to identify the source and apprehend an individual thought responsible, that a case conference between the police and Crown Prosecution Service locally resulted in the urgent despatch on 29th January by overnight courier of a complete dossier to the office of the Director of Public Prosecutions on their express instruction, that since that date, despite repeated reminders, no further progress has been made, that the suspect is now demanding the return of the stock of offending literature seized as a result of the original complaint; questions what can be gained by passing laws that may look good on paper, sound fine in the Chamber but cannot be enforced on the street if the police are not supported; and urges the Prime Minister to instruct his Home Secretary to concentrate more on the proper enforcement of law and order and less on the projection of his own persona.
