leave out from 'is' to end and add 'essential to assist the growth of the British economy; hopes that many more local bypasses will be built to improve the quality of life; and also calls upon Her Majesty's Government to make and encourage further investment in public transport so that it can make a greater contribution in dealing with congestion.'
