leave out from '2025' to end and add 'questions whether this and the road construction that will be necessary to ensure efficient road transport will be tolerable either environmentally or financially; welcomes reports that the Secretary of State believes that car use cannot be allowed to continue unchecked; welcomes the Government's measures and proposals to ensure that car users pay more towards their real costs; nevertheless welcomes both those road projects that will assist economic recovery and the policy of bypasses, recalling the arguments for dualling of the Ilminster by-pass and the North Devon link road on grounds of efficiency and safety; and finally urges continued increases in investment in the forms of passenger and freight transport other than cars and lorries, noting that railway privatisation will be judged by how it contributes to the success of these objectives.'.
