Conduct Of The Hon Member For Billericay
EDM number 477 in 1993-94, proposed by Jim Dowd on 27/01/1994.
That this House refutes the wholly inaccurate statements made by the honourable Member for Billericay in the housing debate on 26th January; confirms that at no time during his period as Solicitor to Greenwich Council did Mr Tony Child advise members of the council not to set a rate, that during that period Greenwich Council was not overruled by the District Auditor, and that with the benefit of legal advice from Mr Child, Greenwich Council successfully challenged the Secretary of State for the Environment in the High Court; notes that following a legal challenge in 1986, the Secretary of State admitted to the House that he and previous Secretaries of State had acted unlawfully in determining the rate support grant settlements since 1981 and that he sought to validate these settlements by way of retrospective legislation contained in the Rate Support Grant Act 1986; and deplores the conduct of the honourable Member for Billericay in giving misleading information to the House of Commons and in attempting to smear the legal adviser to the District Auditor in Westminster and demands a full apology.
