Bellwin Scheme Of Emergency Financial Assistance To Local Authorities

That this House notes the damage caused by the January floods and the considerable costs being faced by a number of local authorities, particularly those which are subject to capping; further notes the existence of the Bellwin Scheme of emergency financial assistance to local authorities to which local authorities can apply for relief; believes that the threshold of costs below which the Bellwin scheme does not operate is far too high, that too many costs are excluded, that the accounting procedures required are too cumbersome and that when payments are made they are far too late; calls for a review of the Bellwin scheme; and calls for the Government to provide adequate funds for local authorities to make good the damage caused by the floods. (Relevant registered interest declared).
