Military Intervention In Bosnia

EDM number 585 in 1993-94, proposed by DN Campbell-Savours on 10/02/1994.

That this House believes that the policy of appeasing Serbian aggression over the last 15 months has been an unmitigated disaster; believes that the possibility of a speedily accomplished and successful military intervention by way of air strikes existed in 1992 and 1993 prior to the deployment of considerable international forces in Bosnia by both the United Nations and the aid agencies and prior to the Russian elections; believes that any military action in present conditions will lead to kidnap, murder and a major loss of life by United Nations and other forces on the ground, with the danger of uncontrollable escalation as the international community threatens, dithers and argues over retribution; believes that if military action be proceeded with and is to be supported by honourable Members, action must be taken to ensure that international personnel on the ground are grouped in holding areas under full military protection, even if that means tactical withdrawals from vulnerable locations where they are needed; and believes that the tragic story of Bosnia is one of misunderstanding, miscalculation, misjudgment, vacillation, political opportunism, political cowardice, and valour by those on the front line.
