Daily Telegraph And Access To Higher Education

That this House congratulates The Daily Telegraph for initiating a quite remarkable bursary scheme for young people from disadvantaged backgrounds who are hoping to enter higher education; notes that the scheme is targeted in areas of England, Scotland and Wales where access to higher education by the population, even in a period of rapid expansion, has continued to be less than the more affluent areas; welcomes the fact that 47 of the 60 comprehensive schools and sixth form colleges who were approached participated; believes the scheme will make a modest but positive contribution to help widen access for young people whose families have in the past made less use of the nation's higher education resources than those whose parents have a professional background; sends best wishes to all the young people who participated in the scheme; and looks forward to its expansion in the continuing absence of a modern funding arrangements for mass higher education predicated upon a policy of open access and improved quality.
