Penalty Fares In London

That this House is concerned that from 3rd April travellers on London Transport are liable to a ú10 penalty if they do not have a valid ticket; recognises that deliberate fraud is wrong but that they could be punished due to un-staffed stations, malfunctioning ticket machines and enforced change of journey plans; and believes that London Transport could be better served by fully staffed stations and ticket officers.
