LABOUR'S WELSH ASSEMBLY PROPOSALS

That this House notes that the Labour Party's constitutional policy for Wales denies the right of an elected Welsh Assembly to exercise law-making powers; notes that the member of the party's policy commission who had direct responsibility for drawing up the policy has stated that the commission's original proposals had been watered down by the party's London leadership; condemns the refusal by the Labour party to extend to Wales even those limited powers promised to Scotland; and concludes that this debacle indicates the contempt shown to the people of Wales by both the Labour and Tory parties.
