That this House welcomes the Royal Commission on Environmental Pollution's findings that there should be a long-term programme to encourage much greater use of cycles by both adults and children; and calls upon the Government to endorse the Commission's target of increasing cycle use to 10 per cent. of all urban journeys by 2005, compared to 2.5 per cent. now.
