Nuclear Power And The Non-Proliferation Treaty

That this House is concerned that many civil nuclear technologies are dual use and can be used to construct nuclear weapons; recognises that the Nuclear Non-Proliferation Treaty, Article 4, requires all parties to promote nuclear power and believes that it is absurd to attempt to control the spread of nuclear weapons by promoting the spread of nuclear power; notes that Government concern over the military implications of Iran's agreement with Russia for civil nuclear reactors confirms the flaw in the Treaty; and believes that the single minded focus on the transfer of nuclear technology should be replaced with a broader framework of international co-operation on alternatives to nuclear power.
