Nuclear Testing And The Euratom Treaty

EDM number 1508 in 1994-95, proposed by Llew Smith on 25/10/1995.

That this House contrasts the replies given to the honourable Member for Blaenau Gwent by the Ministry of Defence, 26th October 1993, Official Report, column 396, which both state that the Euratom Treaty, and in particular Article 34 in the Health and Safety chapter, does not apply to military applications of atomic energy including nuclear weapons tests, with the written answer given by the then Environment Commissioner Ripa Di Meana to the honourable Member for Blaenau Gwent when he was the member of the European Parliament for South East Wales, on 30th September 1991, which said that 'the consultation procedure provided for in Article 34 of the Euratom Treaty has been used only once, in 1960, in connection with French Nuclear Tests in the Sahara. The procedure applies to "particularly dangerous experiments" only, which is why it has been so little used up to now, Official Journal of the E.C. 16th March 1992; and calls upon Her Majesty's Government to clarify the position in light of President Santer's statement to the European Parliament on 24th October 1995.

This motion has been signed by a total of 15 MPs.
