Volatile Substance Abuse

That this House notes the recent report by the Advisory Council on the Misuse of Drugs that volatile substance abuse is a foreseeable risk; recognises that many everyday products are being used by young people as substitute drugs, resulting in more deaths in the 11 to 17 years age group than from leukaemia, drowning and pneumonia combined; accepts that volatile substance abuse brings crime and suffering to communities nation-wide; understands that there is action that can be taken by manufacturers to monitor use and misuse of products, revise product design and provide appropriate customer information and education in order to reduce potential abuse of products; urges the Government to call for the implementation of product stewardship systems that are based on a responsible care approach by manufacturers and distributors as advocated by the Chemical Industries Association; and welcomes the forthcoming conference hosted by Re-Solv which brings together representatives from manufacturing, distribution and those concerned with educating people on the dangers of volatile substance abuse, in order to reduce the actual and potential risk associated with the product.
