leave out from `York' to end and add `condemns the killing of civilians by both sides in the civil war; is aware, however, that some of the so-called civilians have been armed members of the right-wing Nationalist Action Party (MHP); welcomes the statement of the Secretary General of the Kurdistan Workers Party, Abdullah Ocalan, condemning the killing of innocent civilians; supports his request for the International Committee of the Red Cross to monitor the conflict in south-eastern Turkey; and condemns the continued violation of human rights by the Turkish government and its refusal to retify the 1977 protocol to the Geneva Convention.'.
