Sheep Annual Premium Scheme In Scotland

That this House condemns the Scottish Office for the intolerable delay in issuing payments to farmers under the sheep annual premium scheme; notes that farms in England and Wales have not suffered the same lengthy delays; sympathises with the severe financial consequences of this delay on farmers and recognises the increased expenditure on feeding that the impending lambing season will bring; and does not accept the lame excuse offered by Scottish Office Ministers that the computer systems were at fault, believing that faulty computers should be the problem of the Scottish Office and not of Scottish farmers.
