Tec Funding

That this House expresses its grave concern at the likely effects of a shift in TEC funding for training involving a heavy emphasis on output related funding paid upon the attainment of paper qualification; notes that this faces providers with severe cash-flow problems, forcing many out of business and leaving serious gaps in training provision; notes also that the new system will endanger long, in-depth courses and provision for the disabled, those with learning difficulties, and those who are liable to drop out including many women; fears that the system will establish an incentive for unscrupulous providers to cut corners and dilute qualifications; and calls upon the Secretaries of State for Wales and Employment urgently to review current funding proposals so as to avoid the above-mentioned deficiencies and prevent the closure of many high-quality training providers.
