leave out from `House' to end and add `calls upon the Government of the Russian Federation to recognise the right of any constituent nation within their federation to exercise its right to self determination; and further calls on the Government of the Russian Federation to facilitate a referendum under the supervision of the United Nations to enable the people of Chechnya to indicate their wishes to be deemed part of the federation or to be granted independence, each to abide by their wishes.'.
