Scottish Rail Services

That this House notes the assurance given by Scottish Office Ministers in the Grand Committee debate of 8th February that the future of the Fort William and Carlisle London sleeper services, as well as Motorail, would be subject to full and formal consultation under the terms of the Railways Act 1993; further acknowledges the subsequent public statements by both Scotrail and the Scottish Rail Users' Consultative Committee as to the implications this will have for maintaining these services until such a consultation process is completed; and therefore calls upon the Rail Regulator to use his powers under the Act to require the Director of Franchising to include these services in the Passenger Service Requirements to give effect to the consultation commitment.
