Part-Time Study: The 21 Hour Rule

That this House deplores the restrictions recently placed by Her Majesty's Government on the right of unemployed persons to attend further education colleges to study on a part-time basis for up to 21 hours per week; and calls on Her Majesty's Government to review its decision to reduce that right and to re-instate the policy whereby unemployed persons could use the 21 hour rule to try to improve their general qualifications and so their chances of obtaining employment.
