leave out from 'House' to end and add 'believes that reforms of invalidity benefit was essential, given that the number of people receiving it had doubled over the last 10 years, even though the nation's health has been improving; recognises that an objective medical test is essential to ensure that the benefit goes to those genuinely incapable of work; believes that those fit enough to work should be helped into employment through the back-to-work benefits; accepts that the old additional pension element was very poorly targeted, frequently going to those who had occupational pensions and, even though it is effectively an advance payment of SERPS, went to those who had opted out of SERPS; and notes that the Labour Party, while criticising the changes, has refused to promise to abolish the new medical test, or to reinstate invalidity benefit, or to reintroduce the additional pension; and condemns the Labour Party's two-faced approach to these issues.'.
