Corruption In Local Government

That this House congratulates Her Majesty's Customs and Excise in uncovering conclusive evidence of fraud by Mr Brendan Mulkere, who claimed the repayment of ú2,000 of VAT on ú11,000 of Brent Council grants which he had stolen; invites the Chairman of the Conservative Party to hold an investigation into the activities of the leader of Brent Council, Councillor Bob Blackman who agreed to cover up this theft and circumvented the usual legal and financial safeguards of the council in order to pay Mr Mulkere a further grant of ú70,000, in exchange for which Mr Mulkere agreed to circulate an illegal election leaflet supporting the Conservatives in a key marginal ward in the May 1994 borough elections; and hopes that the police and the District Auditor will act rapidly to bring Mr Mulkere and Councillor Blackman before the courts.
