SAINSBURY'S PURCHASE OF CARGO CLUB

That this House is gravely concerned at the decision of Sainsbury's to purchase the Nurdin & Peacocks US-style warehouse club, trading at Axletree Way, Wednesbury under the name of Cargo Club, with a view to changing its use to a conventional superstore; notes that such a retail development will seriously increase the already exceptionally busy traffic flows at Junction 6 of the M6 Motorway; notes the terms of the planning permission granted by the Black Country Development Corporation on 19th April 1993 included a condition that the development shall not be used for the sale of goods or services to the general public; notes the terms of recent planning guidance from the Department of the Environment in PPG6 and PPG13 and the recent Government response to the Environment Committee report on shopping centres confirming the shift away from out of town development in favour of town centres; deplores the likely impact of the Sainsbury development on adjacent Black Country town shopping centres; and urges the Black Country Development Corporation to reject any change of use at the Axletree Way site and reaffirm the conditions under which it originally granted planning permission.
