That this House welcomes the National Audit Office report, Financial Control of Payments Made Under The Training For Work and Youth Training Programmes in England; believes that this report fully confirms allegations made concerning the fraudulent use of training certification by training organisations; notes that the National Audit Office inquiry was initiated following a complaint by the honourable Member for Workington into the fraudulent activities of JHP Training in the Workington constituency which included forged certification, claiming for phantom trainees and falsification of attendance records; further notes that the National Audit Office report states that to avoid the risk of prejudicing the outcome of possible legal proceedings under consideration by the police the report does not include details of the JHP case; and notes that the report nevertheless points to the repayment of monies by JHP to Cumbria TEC following the identification of problems in JHP's Cumbria operations.
