Tighter Remission Conditions For Prisoners Convicted Of Ira Offences

EDM number 1045 in 1995-96, proposed by Harry Barnes on 24/06/1996.

That this House notes that, in response to the original IRA ceasefire the British Government cut the time terrorist offenders must serve before early release from two-thirds to only half the sentence; believes that, in response to renewed IRA violence, the British Government should reinstate lower remission rates for prisoners convicted of Republican terror offences until the IRA reinstates a credible and genuine ceasefire; further believes that the IRA would only have itself to blame for the added inconvenience and suffering caused to the prisoners and their families but that all efforts should be made to ensure that such prisoners are as near to their families as possible as an important humanitarian gesture; urges the IRA to be in no doubt that its turn-it-on and turn-it-off terror tactics will not be tolerated and that society has a right and duty to protect its citizens from the barbarism of groups like the Provisional IRA; and further urges the British and Irish governments to keep under constant review the position of all individuals already released on licence, on condition that they would be on good behaviour and do not upset the relatives of their victims.
