Homeless People And The Electoral Register

That this House regrets that the Government has failed, in its most recent guidelines on electoral registration, to take account of the ground-breaking court case earlier this year in which a homeless man, Kevin Lippiatt, established his right to vote in the absence of a permanent residence; congratulates the homeless group, CHAR and Liberty for their actions in assisting in this case; believes that the Government should accept this court case as having set a precedent which allows homeless people to vote, the most basic right in a democratic society; and urges the Government to issue new guidelines to electoral registrationofficers that they may follow this example and allow homeless people to register now in time for the next General Election.
