leave out from `moves' to end and add `recognises that homelessness is not always involuntary; believes that young single persons should have to give convincing evidence of their inability to live with parents; relations or friends before they obtain support from other taxpayers; and calls on the Government to develop comprehensive and pro-active measures, involving Government departments, local authorities and voluntary organisations, to advise, help, house or remove, as appropriate, young persons sleeping and begging on the steets.'.
