Conduct Of The Secretary Of State For Wales
EDM number 337 in 1995-96, proposed by Rhodri Morgan on 24/01/1996.
That this House finds completely unacceptable the claim made by the Secretary of State for Wales on 10th January in introducing the first edition of 'Health Statistics Wales' and claiming that 'Wales now has one of the lowest infant mortality rates in Europe', the preposterous nature of this claim being shown by the EUROSTAT statistical atlas published by the European Commission in August 1995 and giving the infact mortality rates for all European countries outside the ex-Communist Block for the year 1994, the same year as that used in Health Statistics Wales, and indicating that Wales was in 11th position out of 18 countries for low infant mortality rates; and, since Wales was not even in the better half of the league table, let along having one of the best rates in Europe as claimed by the Secretary of State, calls on him to apologise to the people of Wales for the absurdity of his claim and to donate his ministerial salary to the NHS to purchase more special baby care units.
