at end add `with a view to the system of honourable Members' allowances intended for the payment of staff being ended and replaced by a properly negotiated arrangement with the parliamentary branch of the Transport and General Workers Union under which the terms and conditions for the appointment of an honoiurable Members' staff would be determined, proper contractually based career structures established, decent wages and conditions determined, with payments to be made directly to staff from Common's funds without honourable Members acting as intermediaries.'.
