John Smith Memorial Lecture

That this House looks forward to an early general election and the implementation of the commitments reaffirmed by the Leader of Her Majesty's Opposition in the John Smith Memorial Lecture of 7th February for a renewal of United Kingdom democracy to include strengthened local government, democratised regional government, a Welsh assembly and a Scottish Parliament, a Freedom of Information Act, a code of human rights for every citizen, updating the effectiveness of the Commons, abolishing the hereditary peerage on the way to an elected second chamber and a referendum on electoral systems; and believes that such a new democratic settlement will transform United Kingdom politics, empower citizens and create a new United Kingdom relationship between government and the people based upon trust, freedom, choice and responsibility.
