leave out from `House' to end and add `welcomes the contributions to the Scott debates by members of both Houses who had practical experience of government, particularily in the fields of foreign affairs, defence and overseas trade, and of the administration of justice, and concludes that, if honourable Members from the Labour Party complain about such trivia as where participants in the debate went to school, the weighty issues which were the original subject of the Scott report must clearly now be seen to have been laid to rest.'.
