That this House congratulates Wessex Water on commencing in financial year 1996-97 a three year programme to eliminate standing charges, and as part of its drive to give customers choice in payment methods, to offer with immediate effect to install meters free of charge; and urges the other water companies and other utilities to follow this excellent example and seek to eliminate, or at least reduce as much as possible, standing charges to customers.
