Citizens Service Scheme

That this House calls on the Secretary of State for Education and Employment to examine as a matter of urgency the benefits and costs of a national voluntary scheme for citizens' service which would engage the under-used resources of young people in civic and community participation; and urges her to examine the success of these schemes in Europe and Canada and to bring forward proposals to set up a United Kingdom scheme.
