Answerability Of Welsh Office Minister

That this House notes that, for the next occasion on which oral questions are being answered by Welsh Office Ministers, Monday 29th April, the Order Paper has once again been swamped by questions placed by English constituency honourable Members by whose actions many Welsh honourable Members are prevented from being reached on the Order Paper and thereby issues of importance to the people of Wales are not raised in the Chamber; asserts that this is a systematic attempt by Tory honourable Members to avoid the Secretary of State for Wales being properly answerable to the Welsh electorate, presumably because of the recognition on Tory benches of the inadequacy of Welsh Office ministers and their incapability of handling a wide range of questions from Welsh constituency honourable members; and concludes that since Westminster is unable to provide an effective system of answerability, there is now an overwhelming need for the Welsh Office to become answerable to an elected Welsh parliament.
