leave out from `House' to end and add `recognises that Khat is harmful but far less damaging than alcohol, tobacco and hundreds of medicinal drugs; believes that prohibition of Khat would create an illegal black market that would increase its use and drive a divisive wedge between the police and British Somali and Yemeni communities; and applauds the Home Office Minister's confirmation, on the advice of the Adisory Committee on the misuse of Drugs, that the Government has no plans to criminalise the use of Khat.'.
