Education (Scotland) Bill And The Scottish Grand Committee

That this House notes that the Government has set down the Education (Scotland) Bill for its Second Reading debate on Tuesday 4th June; believes that because of the Bill's ill thought-out provisions on grants for pre-school education, the Bill does not command the support of the majority of Scottish honourable Members and that accordingly the Government is unwilling to use the provision in standing orders which could have permitted prior consideration of the Bill in the Scottish Grand Committee; believes that this exposes the sham of Ministers' claims that the Scottish Grand Committee increases accountability; and calls upon the Secretary of State for Scotland to admit that his roadshow of Scottish Grand Committee sessions is intended to give an illusion of democracy, rather than to have any worthwhile substance.
