Peace Implementation Conference And Kosova

That this House gives its wholehearted support to measures to secure peace in the former Yugoslavia; regrets that the issue of Kosova does not appear on the agenda of the Peace Implementation Conference; expresses its concern about the current situation in Kosova where the persecution of the Albanian majority continues with widespread abuse of human rights; rejects the arguments put forward by President Milosevic that this is entirely an internal matter for Serbia; notes that President Rugova and the Democratic League of Kosova have advocated a policy of peaceful resistance and have called for restraint from all Kosova's citizens; is aware that this policy is now being called into question, particularly by younger people, who are frustrated that their passive stance seems to have been ignored by the international community; is concerned at attempts by the Milosevic regime to change the demography of the area by the resettlement of thousands of Serb refugees from Krajina; draws attention to the danger of a further war in the Balkans with the possible involvement of Serbia-Montenegro, Albania, Bulgaria, Macedonia and Greece with the possibility of Turkey being drawn into the conflict and the consequent destabilisation of the Balkans and the eastern Mediterranean; and calls upon Her Majesty's Government to use the opportunity of the London talks to raise these concerns and secure full democratic and human rights for the people of Kosova.
