Digital Television Set-Top Boxes

That this House welcomes the Government's commitment to digital terrestrial broadcasting; welcomes the publication by the Minister for Technology of the consultation paper on the draft Regulations relating to Conditional Access Services for Digital Television; notes with concern that the period for consultation on those Regulations comes to an end on Wednesday 11th December and that, in their current form, the draft Regulations could allow the development of anti-competitive practices; and invites the Minister to undertake further consultation with Right honourable and honourable Members and terrestrial broadcasters with a view to bringing forward amended proposals that would (a) require the licensing to broadcasters on fair and reasonable terms of proprietary technology rights in the set-top box and (b) allow OFTEL or the courts to enforce the regulations now while specifications are being decided and contracts are being negotiated in order to prevent the development of potential abuses of market dominance and control.
