That this House condemns the UK Secretary of State for Work and Pensions' threat to hold back Scottish taxpayers' money if the SNP Scottish Government replaces the council tax with a fair system of local income tax; believes that Scotland must be allowed to make its own democratic choices; notes that the Scottish Parliament has already endorsed the principle of a local income tax; believes that the UK Government and UK Parliament must respect that; and further believes that the Work and Pensions Secretary's comments will only add to the call for Scotland to have its own independent tax and benefits system.
