In-House Bids Under Market Testing In The Civil Service

That this House views with extreme disquiet the terms of the consultative document to be given by the Efficiency Unit to Civil Service departments, which purports to give greater freedom to staff constructing in-house bids for market testing to volunteer changes in their terms and conditions; believes that such an assumption is naive in the extreme and that in practice the new policy will amount to Government coercion on civil servants who desperately wish to keep their jobs to enter into an auction step by step to scale downwards those terms and conditions which they currently enjoy; and generally believes that it is a further example of the Government's continued demolition of the concept of a unified Civil Service enjoying reasonable quality conditions of employment.
