Animals (Scientific Procedures) Act 1986

That this House notes with concern the failure of the 1986 Animals (Scientific Procedures) Act to offer adequate protection to laboratory animals; is dismayed by the continued use of animals to test products of a trivial nature; recognises the urgent need for a strategy to reduce the number of animals used, promote the use and development of non-animal research and strengthen the inspectorate; and therefore calls on the Secretary of State for the Home Department not to issue or renew any licences under the Act for the testing of beauty, cosmetic, alcohol or tobacco products, or which permit the discredited LD50 and Draize tests, as the necessary first step in such a strategy.
