leave out from 'House' to end and add 'notes that, following the submission of tenders for running elderly persons homes, children's nurseries and fostering services, the London Borough of Bromley awarded three contracts for the running of elderly persons homes to private contractors; that errors which were subsequently brought to light by the Borough Treasurer were referred to and investigated by the District Auditor who found that there had been "a genuine error" and, in respect of the Council policy of inviting tenders, commented that "taken together, the Council has secured substantial financial benefits from these contracts"; that Alpha Care Services agreed to part of their fees being withheld as a performance bond; congratulates the London Borough of Bromley in pioneering the contracting out of services in the best interests of both service users and community charge payers; and suggests that honourable Members should check their facts before making false allegations under the cloak of parliamentary privilege.'.
